It creates an easy game-winning combo with Walking BallistaWalking Ballista and VigorVigor, putting infinite counters on Walking Ballista that can then be removed for infinite damage
As I explained in a previous column, for a while I was responsible for the vast majority of alternative win card in the game (we finally hired some other designers who also thought alternative wins were cool)
Necropotence resolves, its controller pays the majority of their life total in order to put that many cards into their hand on the end step, and suddenly you wind up with 30+ cards in hand
