Since the card is currently only being played in just one modern deck, I personally had it in the third spot behind the best blue reactive spells in the format, Counterspell and Force of Negation, but I can see the number one spot going to the best and most efficient threat the color has to offer
The fact that it returns the creatures to play rather than regenerating them is huge, as it allows decks to be built around exploiting the death triggers of cheap creatures
While its not getting rid of everything, its still going to be an X for 1, where X is equal to more than enough for three mana
