Having it in the command zone is nice, but to me most of these Background enchantments feel best in a deck led by two creature partners so they can both apply the effect

Mardu Charm can be used to create two blockers at instant speed, remove a medium-sized creature, or Duress an opponent in a pinch

For starters, the fact that it cares about creature types wouldve made a lot of players happy
