The only reasons it isn't higher are because it requires a costly six mana each turn to pull off, eating into resources you could be spending winning, and because needing two colours in your colour identity limits the decks it could fit into

And it works on any form of leaving the battlefield, so you can bounce or exile or even shuffle it into your library, so it works with effects as diverse as Terminus, Fleetfoot Panther, and effects like Goblin Bombardment and Crystal Shard
If you cascade into a counterspell, you can cast that spell the same as you would any other cascaded spell
