With the OCG Normal Parallel Rare v2 this thin layer seems to be part of the card, and reflects mostly horizontal (as can be seen in the picture below that earlier mentioned rarity), and with this TCG Ultra Parallel Rare v2 this thin layer is similar as when you would laminate a regular Ultra Rare (before I knew about the Hobby League participation cards of this seventh set being different than the previous six, I actually thought it was laminated and fake)
