Originally inspired by Magic's 'Un-sets' (absurdist, non-competitive, rule-bending cards intended for a silly, fun time) Secret Lairs like this are more collector's items than they are competition-worthy
Many cards from the late 1990s and early 2000s were heavily played with, bent, traded endlessly or lost completely, which means fewer remain in good condition today (we were not exactly thinking about resale value at age eight)
These can be done in Commander quite well given the slower nature of the format, but Goro-Goro has all the hallmarks of a Standard powerhouse
I just hope that the hidden card in the sideboard is a Jovial Evil...
