A spicy way to build this is to put only one other elf or elemental in your deck so instead of drawing a random card, you draw straight into Titania, Protector of Argoth or a similar threat

A deck full of all cipher cards is going to end up cumbersome and uncastable, but judicious sprinkles to a solid base that accent the deck goals are going to be dangerous and effective
