It appears to have been designed this way with the intention of limiting the means of inflicting 3 damage compared to the previous version, but the return is not that large compared to the risk of raising destruction in each battle, so the only drawback is that it can only be operated with a destruction management card or token manipulation card
Four damage to a creature for 3 seems OK but 4 mana to also do them three seems like a very bad Searing Blaze indeed
