Neither side of this is really amazing, but maybe when you add both sides itll be good
Players have come to expect these elite few cards will have unique and powerful effects, so how do you decide what kind of effect is deserving of Legendary status, and how do you pick what characters get that premium treatment
They have an extra ability called cycling, but have a downside of entering the battlefield tapped, meaning you cant produce mana with them on the first turn they are played
I think that this card is likely to be undervalued at first, but I dont think that will last once people see it in action
