Although the stats and effect on the battlefield aren't particularly exciting or strong, it keeps you even on card advantage by giving you a solid card to discard while keeping more impactful cards in your hand
It will be very good in that deck, casting a free two-CMC-or-less spell every time it connects, but you cant recast the same spell due to the exile clause
Either way, having 20 creatures in play to win is definitely possible, but you should be winning from there with a simple mass-pump effect like Overrun as well
