However, if you can't evolve Charmander into Charmeleon right away, and have to move it into the active Pokemon spot I would use Flare every turn because it actually does damage, the only time I would use Draw In is if you are facing a weak Pokemon and by not doing any damage for a turn will greatly affect your next turn, or if you have a ton of energy cards in your discard pile and you need to get some back
